WELCOME

President-Mary Isaac
We feel privileged and honored to be
welcoming you, our members, potential members and every one of you who have
chosen our site. We have worked very hard to make this facility available to
you. Recognizing the need to be able to communicate with you at all levels
in these ever changing environment has finally brought to us the realization
that if you won’t avail yourselves to us, then we may very well avail
ourselves to you.

CSA SAYS HAPPY MAY DAY TO ALL WORKERS

GOVERNMENT NEGOTIATIONS


At an
extraordinary general meeting called on April 17th to hear an
update on negotiations, workers of the Civil Service Association (CSA) voted
to accept a zero percent increase in salary – sending a message to
government that it can keep its 4% proposal. The decision was taken after
the President read the response from the Government negotiation team.
There was much debate on the matter and generally workers felt disappointed
that the government was not prepared to make a reasonable offer. A
motion was moved to accept 0. 0. 0%. The motion was seconded. A
counter motion was moved but was finally withdrawn. The vote to accept 0.
0. 0% was carried.

Other Negotiations
Sir Arthur Lewis Community College
The
Government’s Negotiating Team was given the responsibility for handling the
negotiations on behalf of the Sir Arthur Lewis Community College. Like the
Government’s negotiations, we commenced talks regarding the Sir Arthur Lewis
Community College over a year ago and have also been able to reach agreement
on the majority of fringe benefits.
We recommenced
negotiations in August 23, 2012, and continued discussions on the fringe
benefits. There is an understanding/agreement that whatever wage increase
given to the civil servants will be applied to our members at the Sir Arthur
Lewis Community College.
We therefore
await the outcome of our Government negotiations to know what wage increase
we will receive re: Sir Arthur.

COCKTAIL RECEPTION FOR 60TH
ANNIVERSARY

Our celebrations continued on
Saturday 28th with a grand cocktail reception for the
members. At that reception, the Union gave tokens of
appreciation to a number of members who over the
years gave sterling contribution towards the
development of the organization. Among those were the
Past presidents, members of standing committees and
past and present executive members. The activity
climaxed with a dance session with music by a popular
DJ.

INSURANCE CORNER
The union has numerous Sagicor cheques on hand. Members
expecting medical reimbursement cheques are urged to collect them at the
office as soon as possible.

OUR NEW CONSTITUTION
After lengthy discussion and
debate, the members of the St. Lucia Civil Service Association (CSA) finally
voted to amend the organization’s Constitution. The Secretariat is
presently in the process of fine-tuning the document which will then be sent
to the Registrar of Trade Unions for his perusal and approval.
Following
this, the new Constitution will become the instrument which will guide the
operations of the CSA.
It
is expected that a number of things will be done differently, including the
election of officers and the form
approved copies of this
important document and woumake the necessary adjustments in order to ensure
a smooth transition from the OLD to the NEW.

LABOUR ACT 2006
Members are informed that the Labour Act No. 37 of 2006 is now in force.
Although most of the provisions of the Code do not bind the Government, it
is important to note that the Government is bound by Part IV, Division 1,
Sections 168-235, and all employees should make it their duty to read the
Act, especially the above mentioned sections on Occupational Safety and
Health.
For our members outside of
Government, the entire Act applies to you and you should make it your duty
to get hold of a copy, so as to know your rights and responsibilities as far
as the Labour Act is concerned.
The title was changed by replacing "Code" with "Act" and also
amends all other sections where "Code" is mentioned. There are amendments to
the following sections: 2, 18, 23, 30, 31, 59, 90, 95, 95A, 100, 106, 122,
134, 135, 140, 150, 165, 247, 263, 267, 285, 287, 289, 304, 358, 363, 367,
380, 402, and 407. Following the adoption of these amendments by the
parliament, the Government published the date for the entry into force of
the 2006 Labour Act. The copy of the act is available on the CSA website. A
copy can also be downloaded from the government website.

HOUSING SYMPOSIUM

In order to
assist its members to access affordable housing, the
Saint Lucia Civil Service Association (CSA) has
proposed the establishment of a Housing Cooperative;
and has identified financial institutions with which
to collaborate.
In so doing the CSA has organized a
Housing Symposium, to help members understand how the
financial institutions can assist in accessing
affordable housing..
The institutions invited to make
presentations at both sessions include: the Department
of Cooperatives, Financial Investment and Consultancy
Services (FICS), St. Lucia Development Bank (SLDB),
St.Lucia Mortgage and Finance (SLMF) and the St. Lucia
Civil Service Cooperative Credit Union (CSCCU).
The CSA plans to conduct a housing need
survey in the branches served by the Union and to
educate members about cooperative housing.
